But the best thing about this - aside from Yes Man taking his first opportunity to throw as much shade on Benny as he probably can - is that if you go and meet Benny at the Legion fort, he’s all tied up and has accepted that he’s had it. His whole ploy that involved personally shooting you, the messenger, and trying to wrestle control of Vegas away from the guy who claimed it 200 years ago.
And he tells you that he appreciates the irony of the situation and that he wants you to go back to Yes Man and continue what he wanted to do. Benny doesn’t care any more that his attempt failed. He doesn’t want to be Vegas’s overlord for power and money. As House’s former right-hand man, Benny can see that House’s plan for Vegas was calculated, regressive and highly political, and that went against the ‘spirit’ of New Vegas - freedom, fun, high stakes and the thrill of risk.
Benny tells you to take over in his place and finish the job he programmed Yes Man for. He just wants Vegas to break free of its 200-and-something-year-old fussy parent. He wants a personable leader to be in charge, who cares about and meets the people who live there. House couldn’t BE more out of touch. So it’s possible he left Yes Man’s assistance unrestricted intentionally, so that he could help whoever found him to accomplish that goal in the event Benny failed.
